The main reason is due to the recent tsunami , one of the atomic power station was damaged severely and it ends in shortage of power supply.
    So by setting up a solar plant in sea, they can get more power because sea is facing the sky always :)
But if Japan spreading the solar panel in the sea, it need to compromise on natural rain from the sky.
